Agricultural land, NALA conversion, layout approvals, and RERA registration can mean very different things. Here is how the pieces fit together before you invest in an open plot.
Land classification, revenue conversion, planning permissions, and consumer disclosures are distinct legal frameworks. Each operates independently — no single approval substitutes for another.
Recorded in state revenue records for cultivation and farming purposes. Distinct from developed or non-agricultural property.
Non-Agricultural Lands Assessment to convert revenue assessment from farming to non-agricultural purpose. Modifies tax category; does not grant layout sanction.
Master-plan land use classification (residential, conservation, bio-zone). Conformance with zoning is an independent statutory requirement.
Statutory approval (HMDA / DTCP) sanctioning roads (30ft/40ft+), open spaces, civic amenities, utilities, and individual demarcated plot boundaries.
Project registration with Real Estate Regulatory Authority, establishing promoter obligations, escrow norms, and public disclosure of approved plans.
Fully surveyed, registered, and physically demarcated plots with legal title ready for private ownership and residential construction.
Crucial Principle: Agricultural land is primarily intended for agricultural use. Converting agricultural land to a non-agricultural use is a separate regulatory step. A land-use conversion does not, by itself, mean that a residential plotted layout has been approved. Likewise, an HMDA/layout approval and RERA registration serve different purposes. A buyer should look at the complete document trail rather than relying on a single buzzword such as "HMDA", "RERA" or "NALA".
Land recorded and used for agricultural purposes.
Agricultural land can include land used for cultivation, gardens, orchards or pasture. In Telangana, agricultural land is governed under distinct revenue and tenancy acts, requiring specific revenue passbooks (e-Pattadar Passbook on Bhu Bharati / Dharani) and agricultural registration procedures.
If a property is still classified as agricultural land, do not assume that it can immediately be used as a residential plot or that a house can be legally constructed on it.
Conversion of agricultural land for non-agricultural use.
NALA refers to the Non-Agricultural Lands Assessment Act framework used for conversion of agricultural land to non-agricultural use across the state of Telangana. If agricultural land is intended for residential, commercial, or industrial utilization, this formal conversion assessment must be executed and requisite statutory fee paid to the revenue department.
According to the Telangana Bhu Bharati portal manual, NALA conversion proceeds through the following structured sequence:
Citizen logs into the Bhu Bharati portal.
Selects NALA → Application for NALA.
Chooses the relevant conversion category.
Enters Passbook Number to fetch land records.
Selects target survey number & extent to convert.
Proceeds to online payment gateway.
Pays system-calculated statutory conversion fee.
Returns to citizen dashboard to book appointment slot.
Downloads, signs, and uploads NALA undertaking.
Selects slot date/time and confirms submission.
Application is transmitted to the Tahsildar for processing & orders.
Statutory planning approval for development within the applicable HMDA jurisdiction.
The Hyderabad Metropolitan Development Authority (HMDA) regulates planning and development across 7,257 sq.km spanning 7 districts. An HMDA Layout Approval governs the physical transformation of raw land into a master-planned community: mandating 30 ft, 40 ft or wider blacktopped/concrete roads, underground drainage, water supply networks, electricity infrastructure, park reservations, and civic amenity spaces.
A valid layout approval is far more detailed than land ownership or NALA receipt. For any plotted development, verify:
Project-level registration and consumer protection framework.
The Real Estate (Regulation and Development) Act (RERA) creates consumer transparency and project accountability. RERA is fundamentally different from NALA and layout approvals: it governs the promoter's legal commitments, delivery timeline, financial disclosures, escrow account compliance, and truth in marketing.
The applicable authority depends entirely on geographic and statutory jurisdiction.
Not every open plot in Telangana falls under HMDA. Depending on location, planning permissions are issued by different statutory bodies:
Website Standard: Never automatically label a property "HMDA Approved" or "RERA Approved" unless verified by documentation. We adhere strictly to: "Approved by [Competent Authority] — Permit No. [XXXX]".
A distinct administrative regularization scheme, not a fresh planned layout approval.
Layout Regularization Scheme (LRS) refers to government schemes introduced to regularize certain eligible unapproved or unauthorized subdivisions created in the past without prior planning sanctions. While regularized plots can obtain legal building permissions upon settling regularization and compounding fees, LRS is an after-the-fact regularization process.
Only an online application and nominal token fee have been submitted. It is strictly a pending request, not a regularization approval.
The competent authority has scrutinized revenue title, road alignment, and issued a formal Regularization Proceedings Order.
Understanding what each document guarantees — and what it does not prove.
| Term | What it generally relates to | What it does NOT automatically prove |
|---|---|---|
| Agricultural Land | Agricultural revenue classification and use for farming, orchards, or pasture. |
Residential building or plotted layout permission.
|
| NALA Conversion | Assessment/conversion of land from agricultural to non-agricultural status in revenue records. |
HMDA/layout approval or right to subdivide into residential plots.
|
| HMDA Layout Approval | Sanction of planned plotted layout development (roads, open spaces, civic amenities) within HMDA jurisdiction. |
Clear title, absence of civil disputes, or RERA registration by itself.
|
| RERA Registration | Real estate project registration, promoter disclosures, escrow monitoring, and consumer compliance under RERA Act. |
Government title certificate, or planning layout sanction by itself.
|
| DTCP / Planning Approval | Statutory layout permission granted by the Directorate of Town & Country Planning or local planning body. |
RERA registration (where project thresholds apply) or clear title.
|
| LRS / Regularization |
Post-facto administrative regularization of eligible unapproved layouts.
Vital distinction: "LRS Applied" is only a pending application. Only "LRS Approved" (with official proceedings order) validates regularization.
|
An "LRS Applied" receipt does NOT guarantee approval, immunity from demolition, or building permit eligibility.

Holding agricultural land is very different from purchasing a developed residential plot. Use this interactive verification checklist before paying any advance or token amount.

Short answer: Potentially, subject to the applicable land-use, zoning, conversion and planning requirements.
The land must be compatible with the applicable master plan / land-use regulations for the proposed use. Lands situated in bio-conservation, water body buffers, recreation, or specialized government reservation zones cannot simply be converted into residential colonies.
Where permitted under zoning, agricultural land must undergo formal conversion to non-agricultural use via the statutory Telangana NALA procedure on Bhu Bharati, paying the mandated conversion charges.
If the land is being subdivided into individual plots, formal development layout approval must be sanctioned by the competent planning authority (HMDA / DTCP) with requisite road networks, open spaces, and infrastructure works.
Important Disclaimer: Conversion does not guarantee that a particular parcel can be developed as a residential layout. Zoning restrictions, access widths, master-plan road proposals, environmental and water-body reservations, title defects, and planning conditions can prevent layout sanction even after conversion fees are paid.
